[Bug-tar] snapshot version 1?

I see references in the current (1.16.1) src/incremen.c to three
versions of snapshot files.  However, among the versions available for
download, I can't find it:

1.12 - version 0
1.15 - version 0
1.15.1 - version 0
1.16 - version 2

Was there a period of time during which version 1 was in active use?  Do
I understand correctly from HEAD that its format was

GNU tar-1.xx-1                              # header ending in '1'
1176334041 1109987                          # timestamp *with* nsec
1176334253 1873874 65024 579254 ./tests     # timestamp, device, inode, name
