It was used by alpha version 1.15.90 (tagged in CVS as
alpha_1_15_90_incremental_1).  I don't believe it was widely 
used, but I preserved this format because tar-1.15.90 was available

Yes, it is correct.  By the way, all supported snapshot file formats are
described in the tar documentation, appendix `Snapshot Files'.
