tar(1) man page and URLs

In the tar(1) man page:

  http://www.gnu.org/software/tar/manual

(twice). The https version would be more secure.

And at the end:

       License GPLv3+: GNU GPL version 3 or later <http://gnu.org/li-
       censes/gpl.html>

The URL should not be broken on 2 lines, and it should be updated to

  https://www.gnu.org/licenses/gpl-3.0.html
