* srv/Participants: code cleanup: the "delegate_" prefix is now
    explicitely handled has delegate_string_prefix.

* srv/Posbase: correct saving of a question.

* srv/Xml.cd.nw, srv/Xml.mli: 

   - the responses in a question no longer have an identifier r_id. The
     ordering of responses define their respective id;

   - a voter identifier is a string and no longer an integer. Allows
     more versatility in allowed identifiers.
