Summary: restoring of databases from an XML file now works

* Makefile: add pxp_lex_utf8.cmxa pxp_lex_link_utf8.cmx during linking
  phase so that PXP can load UTF-8 files. Similar modification for
  bytecode version.

* srv/Xml.cd.nw:

  - cosmetic cleanup of xml2ocaml_tagged_questions;

  - fix a bug in load: tagged questions where loaded from incorrect XML
    fragment. 

* srv/Io: function to load bases from an XML file.

* srv/Work: autotests to check that bases are correctly saved in and
  restored from XML file.

* srv/demexp-server.ml.nw: load of bases in XML format at server start.
