* gtk2-clnt/Browser: implement new user visible states
  New/Voted/Updated:

    - New: the question has never been seen or has been updated on the
      server;

    - Voted: the user has voted on the question;

    - Updated: the user has voted on the question and it has been
      updated on the server.

* gtk2-clnt/Clsf
  gtk2-clnt/Tags: update tags Tree View model (aka backend) for new
  naming.

* gtk2-clnt/Cache: bug fix: "is_updated" now returns true in case the
  requested item is not in the cache. It is expected behaviour, as an
  item not in the cache is considered as new.

* gtk2-clnt/clerk: new functions "mark_as_not_seen" and
  "update_seen_questions_from_cache" to mark updated questions on the
  server as not seen by the user.
