Summary: add a question's specific tag for each new question

* lib/Norm: 

  - new function "is_question_specific_tag" to recognized tag label of
    tags specific to each question (with autotests);

  - open Str module and remove all "Str." prefixes.

* srv/Classification: new function "Work.get_tag_id".

* srv/Posbase srv/Work: add a tag specific to each question (of form
  "question NN") for each new question (with autotests).

* gtk2-clnt/Browser
  gtk2-clnt/Tags: 

  - add new optional argument skip_question_specific_tags to
    "Tags.add_tag_row" and "Tags.fill_tag_store".

  - do not display question's specific tags in browser for user (but
    display them in classification window);
