GMT never moves. The UK, however, does adopt British Summer Time (BST) 
for the summer months (and my copies of Windows/other OSes always seemed 
to pick the right week to change). Hence, you can specify times in GMT 
since it is practically the same as UTC (there might be some funny extra 
corrections in true UTC that GMT doesn't address, but I'm not aware of any).

So:
UTC+00:00 = GMT
UTC+01:00 = BST and European "normal" timezone.

Somepeople here do specify times in GMT all year, so they are an hour 
behind in the summer.
