Maintainers tend to burn out and eventually cease their contribution as
developers. So I wish Eli does not become a maintainer.
OTOH, appointing as maintainer someone who is not on the group of the
most active developers but respected by the community is a good deal:
that person will contribute more to Emacs than he usually does and when
he goes away the Emacs day-to-day development does not suffer.
