I think one of the reasons is simply that the GNU project doesn't want
to be in a situation where a third party (i.e., MELPA) is recommending
non-free software, or where the license is unclear, etc.
So ELPA was setup so that this cannot happen, since that is part
(AFAIK) of Emacs.
