Yes, that is what the names are supposed to do for the users.

I am not sure what the first part of that sentence means.
What is it that might not be the case?

If you mean, "if the package name together with the description do not
give an approximate idea of what a package is about," then we should look
at renaming those packages so users can understand what they are good for.
That will make them more useful.


Let's not forget about the other issue I've mentioned about this
package, the substantial moral issue about the job it does.
