Log message:
* Homedir detection on Win32 now tries %HOMEDRIVE% ++ %HOMEPATH% and falls
back to %WINDIR% if either is not set.
* '-f' now allows explicitly specifying a configuration file
* Added Vyacheslav's config file editor to the main branch. His changes
were:
1) UI is slightly more bearble and has room for more options.
Unfortunately I could not make it resize properly.
2) It can hadle option names with dots
3) It creates the config file automatically if absent.
4) Does not crash in several situations like naming a new game profile
identically to a previously existing one.

Please test the Win32 changes!
