Ubuntu does generally not target on the latest versions. The mature ones
are preferred. However, it should be possible to build the latest GCmd
yourself.

Of course, you need to satisfy dependencies for the build. For GTK+, you
should install the package libgtk-3-dev (https://packages.ubuntu.com/s
earch?keywords=libgtk-3-dev).
