You are right when you say that the phrase with DUPLICATES is allowed
only on the ALTERATE RECORD KEY. I read the IBM manual incorrectly Sorry
about that.

ALTERNATE RECORD KEY clause and not on the
RECORD KEY clause.
This is consistent with 85 and 2002 standards.
It is also consistent with the implementation under
MF, ACU and BS2000.
What "standard COBOL" are you referring to ?
