Hungarumlauts in built-in fonts

Hi groff mailing list,

This is my first time ever using a mailing list, so let me know if I'm doing 
anything wrong. I have just recently started using groff, and I began tinkering 
with it since I wanted to implement a reference style used by my university 
(and literary studies in general) in Hungary. 

I realized, however, that the "hungarumlauts" on the ő Ő ű and Ű glyphs are 
placed incorrectly in the built-in fonts of groff used for the pdf device. For 
my purposes, Times is the only font family in use, but this problem is present 
in all available fonts that I tested. I am attaching a pdf file showing the 
problem and also a small bash script I made that reproduces this fonts.pdf file.

Peter Schaffter showed me a workaround for this that does the job, however, it 
would be the best if this were not needed.

I am not sure how to go about fixing this, but if anyone gave me some pointers, 
I would be glad to give it a try!
