cfengine and TruCluster

Has anyone solved the problem of running cfengine on a trucluster? 
More specifically, how to only have one node of the cluster update
clusterwide file systems?

I could always have member1 run cfengine for clusterwide file systems,
but what if member1 is down?

So I could check to see who is the cluster file server for the cluster
root, but that would involve parsing cfsmgr output (or is there a 
better way?).
