I already have it set up and working through inetd. What I'm trying to get
to work is if a client wants to access the CVS repository remotely from
another UNIX development box on which they are set up, how will they get
authenticated through pserver to the CVS repository from their box, so that
they can execute CVS commands from their dev system? They will have CVS
installed on their dev box as well. Thx.

It isn't meant for command line execution. Try the inetd setup described in
the Cederqvist manual:
