In the cygwin command line, before you start xemacs.But, have all of your CVS operations been done using the cygwin cvs or have you used a cvs directly from windows in this sandbox?
The reason I ask is that AFAIK the CVSNT client and cygwin cvs client may (probably) do not interact well together in the same sandbox, AND the messages below look like you are sharing a sandbox.
running under windows, and not knowing how to set the CVSROOT for cygwin, makes me believe that you ARE mixing CVSNT and cygwin cvs... you really need to ask on the cvsnt lists about that, as they see this problem a lot more than we do:
