Excellent.  Please go ahead and commit this.

Apart from Rob Collins' cygwin patches, I believe this was the final pending 
patch in the queue holding back 1.4b.  I'll release 1.4b as soon as this is 
in, and start merging the cygwin patches shortly thereafter.
