None, they pave the way for cleaner and more consistent command line
parsing with a GNU getopt(1) like function.  Only the built tools
are affected by this patch (commit and mailnotify), none of the other
code is changed, except by adding functions to getopt.m4sh and
general.m4sh.

Just housekeeping and flushing changes back and forth in the code
shared between the various trees I maintain.  The change is pretty
harmless to libtool and libtoolize, but I can push it into quilt and
wait until after the release.
