I've seen this when I run ./bootstrap on an already
bootstrapped tree. My solution is to use cvspurge
(one of the cvsutils from http://www.red-bean.com/cvsutils/)
to wipe the tree and start over, at which point it
solves itself. But a fix that would allow ./bootstrap
to run on an already bootstrapped tree would be nice.
