Yes, I was doing an in-tree build, with GNU make 3.80.

That got it! Please commit. The only improvement I could offer is that
if there is a config.status lying around because ./bootstrap was run in a
preconfigured tree, then bootstrap could try running "./config.status
- --recheck; ./config.status" to restore Makefile after so forcefully
removing it.
