By default I think it should, otherwise it indicates stress incorrectly in strict 3/4. If a hemiolic pattern is actually intended I think this should be explicitly notated, either by manual beaming, \set Timing.beamHalfMeasure = ##t, or changing the beaming rules.
It would be quite straightforward to implement "never start off the beat".
AFAICS the current implementation is correct as it is, so I don't see a need for further work, unless some other counter-example is forthcoming.
