I looked into Musette here, and I have a Jacques Brel showing r8 [88888] as well. But then we are not exactly talking about a famous publisher, and it is likely that we see the results of computer program choices rather than of skilled engravers.
But in situations where one would beam full six eights together, I don't see that subdividing any upbeat group leading to the next measure makes sense musically: the character of the upbeat notes is supposed to be the same as the character of the full group.
