I agree with you that "I don't like it" is a pretty weak criterion. But if nobody has a stronger one, I don't see a good alternative to counting the respective "don't like"/"like" opinions.
Even with regard to technical simplicity it is more or less a toss-up. Placing the shorter rests along with their larger than half-rest cousins is simple code, placing them at fixed offsets is also simple. At best we can give the votes of confessing fretted instrument players a bit more weight as they will have to tolerate the resulting looks more often.
