This is a NOT_SMART rule, because the change makes 'staff-padding conform to its old documentation, so we dare not adjust user input files automtically.
Hm? The solution is to have one convert-ly rule for the version where it changes to its temporarily wrong definition, and one where it changes back again.
It's also a valid stance to say "this changed temporarily without ever venturing beyond an instable version, your tough luck". In which case it seems like we should not be having conversions from 2.16 to 2.18 fail with a NOT_SMART rule just because there were some intermediate versions with different behavior.
