That would require a lot more maintenance than if there was a
`Lynx-lite' built into the main development tree. As Klaus said, those
who are interested in a small-footprint Lynx should submit patches which
provide it. Or, at least, submit lists of features they could do
without, and let someone else take it on -- eventually. Of course, some
features that a non-programmer proposed to disable might actually be too
difficult to separate out; or might not be worth much savings.
