Heck, even OpenBSD anno 2010 doesn’t have them.

But under Windows there is section "Regional Settings", stored in the registry.
In the oldest form these were numeral, currency, and time-stamp forms, with
keyboard separate--none of which affects the display character set, the only
setting of interest to Lynx. But in Vista, if not earlier, there are also
"Locale" 00000409 and "LocaleName" en-US, besides a greater host of (to Lynx)
irrelevant formats.

No, just different. You may have luck convincing Lynx to use cp1252
(true superset of latin1) though,

Not superset, because instead of the C1 characters it has graphics.
