Grabbing and installing "gmake", and using that instead, solves the problem.
Thanks for finding the cause of the problem.
But I suspect there may be something more here, because make should not be
able to cause the compiler to fail, and in the port page for plzip we can read:

Remove useless dependency on GNU make
Those ports builds perfectly fine with bmake
I can also confirm that the modification for sysmacros.h solves the problem
because I now have a working build of tarlz on FreeBSD.
