I'm afraid I can't explain how to install lzip on Win10/64Bit. I do not own any Microsoft software since the times of MS-DOS 4 or so. The lzip packages for Windows are kindly provided by the users themselves.
But lzip-1.11 is rather old. Have you tried versions 1.19 and 1.20 available at http://download.savannah.gnu.org/releases/lzip/ ?
