"Does not work" is a really bad error description.

Does "lzip --version" produce some output for you?
Maybe you are confused, because lzip is a commandline-only application?

1) Decompress the .zip archive. (You already did, I think.)
2) Read the lzip docs about the options.
3) Run lzip.exe from the commandline.
