For popt, you can take a look at bug report 318833 in the Debian BTS.
I wrote that in the middle of July.

For LUA, I think it's so some less secure functions are removed
(correct me if I'm wrong) which doesn't necessarily apply to LUA as
much as it applies to monotone, and I think the SQLite changes are of
the same kind.
