I've wavered back and forth on this over the decades. :-)

anno can add normal mail headers, e.g. Subject.
I use variations on
anno -component x-inputplus-tag -text "$t" -nodate -inplace "$@"
to compensate for the limit of 32 sequences per folder with no
cross-folder sequences.
