Follow-up Comment #3, bug #35933 (project octave):

Please have a look at bug #35769.

This could again be related to an incompatible (with your HW) libblas.dll
included in the MinGW "installer".
The effects manifest itself in many completely unexpected situations.

Please report back after having tried all libblas.dll versions in the 7z
archive (unpacked in <octave install dir>/bin/
For more info see the readme about libblas.dll which should be in the 7z
archive.
