Details:

When building the Debian package octave-ltfat, it is required to use security
hardening flags in CFLAGS and CPPFLAGS, as described here:

https://wiki.debian.org/ReleaseGoals/SecurityHardeningBuildFlags

A simple way of accomplishing this for ltfat is through the minimal patch
attached to this bug report.  This change allows the default value for CFLAGS
to be exported in debian/rules and taken into account in src/Makefile_unix.

Please, consider applying this patch before the next release of ltfat.
