Hmm, this should already be working. How did you install Octave, built and
installed yourself or installed from OpenSUSE? Octave installs a
freedesktop.org-compatible application launcher, which should show up in any
compliant desktop menu system.

There is no GUI desktop launcher yet, because the GUI is still experimental,
but with the 4.0 release I expect a GUI-enabled launcher will be installed by
default.
