OK you're right, this is intended behavior, or rather, the intended default.
I'd say it is unexpected, but I just checked with Matlab r2015b prerelease and
that does the very same thing here.
Matlab even "clips" the text only if it is *completely* outside the plot box,
just like Octave does. Also unexpected (for me; I'd expect the text to be
clipped progressively when it gets more and more outside the plot box), but
Octave should follow Matlab here as well, shouldn't it.
