Details:

Packages do not seem to have installed correctly with windows.  At least one
package "instrument-control" has not installed correctly, the source files are
no longer provided in the src directory (to enable me to rebuild them), and
the pkg update command fails.

Packages were built from source, after install on the Octave 4.0.0
distribution.  This was a little slow but worked fine.  Maybe should return to
this method.
