Yes, the instrument-control package in particular seems to be not fully
installed correctly in the official 4.0.1 release. For some reason the
compiled oct-files are not present. This will likely be fixed in a future
4.0.2 release, or you can use Tatsuro's 64-bit build.

Devs: any idea how/why the lib/octave/packages/instrument-control-0.2.2
directory went missing in the mxe build?
