[Octave-bug-tracker] [bug #63162] Inaccurate "Events" location in ode45, ode23(s)

Follow-up Comment #17, bug #63162 (project octave):

The extra function inputs turned out to be a bigger beast than I originally
thought, so I have gone back and just implemented the improved Event finding,
while leaving the extra input feature intact (there was still a bit of cleanup
to make it work with the bug fix). Patch attached. Please apply after the
patch in comment #16, in which I accidentally mistyped the bug number in the
file name.

Dealing with the extra function inputs can now be done in a different bug
report if desired. I did add a FIXME note suggesting a warning for the
undocumented feature.
