Follow-up Comment #2, bug #63384 (project octave):

I have a octave 7.3.1 build using the default branch using commit in mxe of

b06843747eca add opkg-cfitsio


That works - so it either started happening after that? That was long other
gcc and mingw-w64 updates that I thought were possible culprits
