@nrjank: Thanks for the changeset.  It works for me so I'm marking this bug as
Fixed and closing report.

The file mean.m was taken from the statistics package and placed in core
Octave which is why there was so much change between version 7 and version 8. 
There are still issues and I will make a new bug report about that
momentarily.
