Follow-up Comment #10, bug #63930 (project octave):

Bugs https://savannah.gnu.org/bugs/?63930 and
https://savannah.gnu.org/bugs/?63931 are probably related.

When writing bytes with large value to a file (either with *fprintf* for text
files or with *fwrite* for binary files) the desired value is sometimes
replaced by 0x3F.

Thus, this has probably nothing to do with code pages and encoding...
