Follow-up Comment #19, bug #63930 (project octave):

Also if you run (either patched or unpatched) it w/o setting
latin1 encoding (i.e. with utf-8 encoding) you get a some strange
characters instead of é and û -->  <357> <277> <275>.

So the fact that editor now is quietly setting __mfile_encoding__
violates principle of least surprises: one day you develop
your scripts in gui and they run fine, another day you run them in 
batch mode and they produce some garbage.
