Follow-up Comment #7, bug#65134 (group octave):

apparently octave has a separate issues that for vector inputs the outputs
(XY, YI) are always column vectors whether the input query points (xi, yi) are
row or column vectors.  In the matlab help and verified in the program, "Xq =
xq and Yq = yq" so the orientation should match. will try to work that into a
patch as well.
