No, the common phrase must exist in only one location (I believe it should be 
in the API lang file, but I'm not sure), and be marked as a common phrase. 
Anyway, don't duplicate it !

Post a patch in savannah, I'll commit it to cvs and the file wil be released in 
all the future versions.
