it always makes sense to have CVS access.
1.for the developper (someone said developping software without CVS is like
skyjumping without parachute)
2. people who regularly want the nightly builds won't need to download
the whole tarball everytime (with CVS you download only the difference
between your and the current version), so we'll use less bandwidth on
Savannah.
