GROFF_FONT_PATH

I wondered if sometime before the next release (whenever that may be),
we could implement some better way to set the groff_font_path. So far
as I can determine, the only way to do this currently is through to
set the GROFF_FONT_PATH environment variable.  It'd be better if it
were also possible through a config file.
