[PULL 19/41] vdpa: allocate SVQ array unconditionally

From: Michael S. Tsirkin
Subject: [PULL 19/41] vdpa: allocate SVQ array unconditionally
Date: Wed, 21 Dec 2022 08:05:29 -0500

From: Eugenio Pérez <eperezma@redhat.com>

SVQ may run or not in a device depending on runtime conditions (for
example, if the device can move CVQ to its own group or not).

Allocate the SVQ array unconditionally at startup, since its hard to
move this allocation elsewhere.
