Is that right? The spec just says:
"Zcmlsd depends on Zilsd and Zca. It has overlapping encodings with
Zcf and is thus incompatible
with Zcf."
Also you should setup an imply rule so that Zilsd and Zca are enabled
by default if Zcmlsd is (and also enforce that they are enabled)
